The Federation of Cuban Workers (CTC) held its 22nd congress in Havana, Cuba, on June 26-27, 2026. Delegates from every province on the island discussed the new economic and social measures adopted nine days earlier by the National Assembly of People’s Power, the country’s highest legislative body. The measures are aimed at addressing the severe humanitarian crisis faced by the Cuban people. Cuban president Miguel Díaz-Canel, speaking at the conclusion of the congress, addressed the changes and surrounding debate on their significance for the future of the Cuban Revolution. He said, “So that it is perfectly clear to our compatriots, to our friends, and even to our enemies: We do not propose, nor will it ever be among our objectives, to restore capitalism in Cuba!”
